Meaux is the first bigger town if one goes east of Paris. There are a few small shops at the center that leave their bins out. For example, there is a bakery with accessible trash, just across the main entrance to the cathedral. They mix the unsold bread and pastry with random trash, but some things are wrapped in cellophane. (Last checked: Sept.2014)

Not far away from the cathedral, if one goes down the pedestrian street downhill (direction east, possibly souteast), there is a Franprix with accessible bins. (Last checked: Sept.2014)

There are also some bigger stores towards the east end of the city along the national road that might be good for dumpsterdiving (a traveler encountered many accessible bins but they were emptied.)
