Dumpster diving for fresh fish is mostly a bad idea (just like with fresh meat). If you have animals that eat fish (seagulls?) you could give a try of course.
The prime exception might be canned fish over its' display date. Since the fish is already prepared and has been sealed air tight, some estimate it would take at least a decade to spoil. As long as the can is still properly closed and the fish inside doesn't smell off, for non-vegetarians it is quite the treat.
